フィルムは、小さな核の町の生活での社会力学だけでなく1986年のチェルノブイリ災害の後の西欧に組み込まれるフィンランドでの最初の原子炉建築を見る。2004年に建築を始めて、Eurajokiのフィンランドの町のOlkiluoto原子力発電所は、5年以内に終えられる必要があったけれども、その計画は安全オートメーションについての一連の問題およびその後の予算など、その完成から遠く現在延期されている。
